If the MikroTik device has any Firewall or NAT rules, you must verify that they are not the ones causing said block. If the computer does not have any rules, it is always important to have the Router well updated, both RouterOS and Firmware.
You would have to perform the same tests on the Cisco Router. Also verify in the telephone exchange that there is no blockage or misconfiguration.
